These VeryScarce “ration coupons” (many of these notes were destroyed) were issued ineach of the three Baltic States (ESTLAND/Estonia, LETTLAND/Latvia, & LITAUEN/Lithuania), so that Germany could maximize the amount of flax and wool that was shipped tothe Fatherland. On the front side of all banknotes represented medallions witha picture of the peasant whipping flax, and a female peasant - sheep shearer.Around the medallions placed text in two languages: "Linen and Wool arethe wealth of the earth."During 1943-1945, the GermanGeneral Commissariat for Latvia, Lithuania and Estonia had issued a variety ofsuch coupons, some of which were issued with a Blank Reverse, Both Sides Printed, Having A Serial Number (or not) on the Obverse, and/or having (or not) an “OST”Watermark …This 3 Punkte coupon / note, it ispart of a SCARCE UNIFACE SERIES issued in 1944 without a Serial Number, and without an Expiration Date. However, … it is commonly believed, and unanimously accepted, that April 30, 1945 was the appropriate “expiration-date”for these notes, as that day became Adolf Hitler's “expiration date” too ... These types of RationNotes were made on paper with Watermark, having the abbreviation"OST" all over the field, which is clearly visible on this paper note(see pictures). The OST letters in the Watermark, come from “OSTLAND, ” the namethat the NAZI Occupation Regime gave to the three Baltic Countries, afterforming the Reichskommissariat Ostland (RKO), which initially was also known as ReichskommissariatBaltenland ("Baltic Land"). However, … Ostland should not beconfused with OBER OST, which had a similar role as an occupationauthority for Baltic territories conquered by the German Empire, in World War I.In the Reichskommissariat"Ostland" there were the following Reichskommissariats established:     1)   General Commissariat ofLithuania (since 1941 Commissioner General - Theodor Adrian von Renteln),      2)   General Commissariat ofLatvia (Commissioner General - Otto H. Drechsler), Estonia and Belarus. Itsarea is 232, 000 square meters. km and a population of 8.200, 000 people, according to German data provided by Reinhard Ryurup in his publication:"War Of Germany Against The Soviet Union, 1941-1945" published inBerlin, in 1992.There are very few leftin UNC condition, which makes this note a Highly Sought-For,  Valuable & Collectible Note for any Collector…*** Since there is No Serial Number on These Notes / Coupons,  You will receive A Note /Coupon of the same type and quality, as depicted  ...  During any purchasing week, you can place your bids onthe items of your choice,  until you either have 40purchases (which is The Maximum Cumulative Number of Purchases that eBaypermits on One Single Invoice) or, ... until 14days passed since you won 1st item,  at which time youshould send me an eBay Message, asking me for A TOTAL REQUEST,  so that I canCombine All Your Purchases on One Invoice ...IMPORTANT: If you don't send me a short eBaymessage within One Hour after the opened auctions ended (each Sunday),  I will send you ACombined Invoice for all your purchases made during that Sunday...You Get DOMESTIC FREE SHIPPING,  if your purchasesare worth at least 60 Dollars at the end of the 1st week (or 1st Sunday) or, ... if yourpurchases are worth 120 Dollars, at the end of the 2nd week. Otherwise, pay OnlyOne Single Combined Shipping Fee, at the end of the 1st (or 2nd) Sunday. Only Buyers whodon't accumulate 60 Dollars’ worth of purchases (at theirrequest) could delay the payment until the next week. Paper is clean and firm, without discoloration. Corners are sharpand square, without any evidence of rounding. (Rounded corners are often telltalesign of a cleaned or “doctored” note.) An uncirculated note will have itsoriginal natural sheen.ABOUT UNCIRCULATED (AUnc or AU): A virtually perfect note, with some minorhandling. May show evidence of bank counting folds at a corner or one light foldthrough the center, but not both. An AU note cannot be creased, a crease beinga hard fold which has usually “broken” the surface of a note. Paper is cleanand bright with original sheen.  Corners are not rounded.EXTREMELY FINE (EF or XF): A very attractive note, with light handling. May have a maximum ofthree light folds or one strong crease. Paper is clean and bright with originalsheen. Corners may show only the slightest evidence of rounding. There may alsobe the slightest sign of wear where a fold meets the edge.VERY FINE (VF): An attractive note, butwith more evidence of handling and wear. May have a number of folds bothvertically and horizontally. Paper may have minimal dirt, or possible colorsmudging. Paper itself is still relatively crisp and not floppy. There are notears into the border area, although the edges do show slight wear. Cornersalso show wear but not full roundingFINE (F): A note which showsconsiderable circulation with many folds, creases and wrinkling. Paper is notexcessively dirty but may have some softness. Edges may show much handling withminor tears in the border area. Tears may not extend into the design. Therewill be no center hole because of folding. Colors are clear but not bright. Astaple hole or two would not be considered unusual wear in a Fine note. Overallappearance is still on the desirable side.VERY GOOD (VG): A well-used note, abusedbut still intact. Corners may have much wear and rounding, tiny nicks, tearsmay extend into the design, some discoloration may be present, staining mayhave occurred, and a small hole may be seen at center from excessive folding.Staple and pinholes are usually present, and the note itself is quite limp butNO pieces of the note can be missing. A note in VG condition may still have anoverall not unattractive appearance.GOOD (G): A well-worn and heavily used note. Normal damagefrom prolonged circulation will include strong multiple folds and creases, stains, pinholes, and/or staple holes, dirt, discoloration, edge tears, centerhole, rounded corners and an overall unattractive appearance. No large piecesof the note may be missing. Graffiti is commonly seen on notes in Goodcondition.FAIR: A totally limp, dirtyand very well used note. Larger pieces may be half torn off or missing, besidethe defects mentioned under the Good category. Tears will be larger, obscuredportions of the note will be bigger.POOR (PR): A “rag” with severedamage because of wear, staining, pieces missing, graffiti, larger holes. Mayhave tape holding pieces of the note together. Trimming may have taken place toremove rough edges. A Poor note is desirable only as a ”filler” or when suchnote is the only one known of that particular issue.
