Hello!
You are bidding on an officiallylicenced Sonic Adventure plush from 1999. This character is Tails the Fox.
Shoe vinyl is peeling - a common issue with toys from this era. 
I purchased this toy myself from the Sega store in America. It has sat in storage or on display on a shelf for 20 years. Comes from a smoke free household. No paper tag, but tush tag is pictured in photos.
