History: The Civil Defense was the original Homeland Security composed of volunteers. It was modeled after the military with branches, chain of command, duties, responsibilities, documents, block houses, command centers, etc. The German and Japanese submarine activity on both coasts and the Gulf reinforced the need for civilian volunteers. The Germans torpedoed ships within sight of beach goers and landed spies on the East Coast in several locations. There were axis spies operating in the lower 48 States as well as Hawaii. The Japanese shelled a refinery by Santa Monica and a Coast Artillery Fort in Washington State. A float plane firebombed the Pacific Northwest forests and towards the end of the War Japan launched hot air balloons armed with incendiary and anti personnel bombs.
