I'm not familiar with this type of toy. I believe it's swiss made from around the 1920s - Bucherer Swiss SABA jtd character figure. Below is a link to a toy that looks very similar. The toy has a chip on the back of his neck, part of the left hand is missing. Please see the photos for additional signs of age. Let me know if you need any additional photos.
