TheOhio Canal Commission oversaw the construction of canals in the Stateof Ohio during the early and mid 1800s. During the late 1810s, Ohiogovernors Thomas Worthington and Ethan Allen Brown both supportedinternal improvements, especially canals. Both men believed thatOhioans needed quick and easy access to the Ohio River and to LakeErie if they were to profit financially. Farmers and business ownerswould be able to transport their products much more easily andcheaply with canals rather than turnpikes. In 1822, the Ohiolegislature realized the importance of internal improvements andcreated a new Ohio Canal Commission. The commission determined thebest routes available for a canal from the Ohio River to Lake Erie, eventually recommending a route starting at Lake Erie, passingthrough the Cuyahoga Valley, the Muskingum Valley, the LickingValley, and then to the Ohio River along the Scioto Valley. On July4, 1825, at Licking Summit just south of Newark, Ohio, GovernorJeremiah Morrow and New York Governor De Witt Clinton, the man mostresponsible for New York's Erie Canal, turned over the first shovelsof dirt of what would become the Ohio and Erie Canal. The secondcanal was the Miami and Erie Canal. To finance the canals, the Ohiogovernment relied on loans. The legislature established a Canal FundCommission to regulate the costs of and the securing of money for thecanals. The canals nearly bankrupted the state government, but theyallowed Ohioans to prosper beginning in the 1830s all the way to theCivil War. Most canals remained in operation in Ohio until the late1800s. By the 1850s, the canals were losing business to therailroads. While railroads cost more to ship people and goods, theycould deliver people and items much more quickly than the canals.
