The Letter is written entirely on one side of a sheet of stationary with printed heading at the top that reads "Navy Department / Assistant Secretary’s Office / Washington".
The Letter was written by FDR explaining why a certain Navy Officer in Jones’ Department can not be allowed to resign his Commission. The full text reads as follows:
”My dear Jones:
I am very glad indeed to have your letter of June 22, in the interest of Assistant Surgeon Kirk Charles Brown, now on the U. S. S. Palos.
I find on investigation that this officer holds a commission in the regular Navy and that he is therefore ineligible for release at this time. I have talked this matter over with Mr. Daniels and he feels that it would be unfair to the Reserve Officers to accept the resignation of Regular Officers before all of the former had been either placed on the inactive list or given an opportunity to get out.
It is possible that when the Secretary returns from his trip to the Pacific Coast that this order will be modified to a certain extent, and I certainly hope that it will be possible to accept Mr. Brown’s resignation at that time.
