Lucius Fairchild (December 27..., 1831 – May 23, 1896) was an American politician, army general, and diplomat. He served as the tenth Governor of Wisconsin and as U.S. Minister to Spain.  General Fairchild enlisted in a Wisconsin volunteer militia known as the "governor's guard" and by 1861, he was serving in the Civil War.  During the Battle of Antietam, Fairchild was shot in the upper arm, captured, tended to, and released. While recovering from his amputated left arm, Fairchild was commissioned as a brigadier general by President Abraham Lincoln on October 19, 1863.  Fairchild resigned from the military in November 1863 and was appointed Secretary of State of Wisconsin (1864–1866), before being elected three term Governor of Wisconsin (1866–1872).
It also includes 3 INTER.REVENUE STAMP CERTIFICATES - 5 cents - Cancelled in ink.
REVENUE STAMPS:  In August 1862, while the American Civil War was being waged, the United States (Union) government began taxing a variety of goods, services and legal dealings. To confirm that taxes were paid a 'revenue stamp' was purchased and appropriately affixed to the taxable item, which would in turn pay the tax duty involved.  The new stamps were printed in several colors and depicted a portrait of George Washington on all thirty denominations from one-cent to $200.  The engraved image of Washington was modeled after a painting by Gilbert Stuart.  The first issues were printed on hard brittle paper and later printed on soft woven paper of varying thicknesses. Colors were generally dull for stamps printed before 1868.   Washington remained the only figure on the dozens of varieties issued up until 1874.  The new revenue stamps were used to pay tax on proprietary items such as playing cards, patent medicines and luxuries, and for various legal documents, stocks, transactions and various legal services. The cancellation of these stamps were usually done in pen and ink, while hand stamped cancellations were seldomly used and subsequently are more rare.
This is a 2 page document.  The AID TO VOLUNTEERS is 1 page, printed on the front page and back.  The AFFIDAVIT IN CASE OF A MOTHER is only printed on the front page.  They have some age related browning, some spotting and some nicks/chips, or creases along the edges.  There are some ink smudges and other stains.  Some of the writing is faded.  Other dings here and there.
