VNBP patches are among the rarest and mostcollectable of patches.

Very Rare Patch - CIA Advisor at the Intelligence School at Vung Tau - This patch covers two specific programs, The CORDS and The Phoenix Program. Ideally the two programs would run separately. In reality however the two programs ran in conjunction with each other and many though that they were, in effect, exactly the same thing. The CORDS program was often confused with Operation ICE-X

Civil Operations and Revolutionary Development Support – MAC CORDS –Military Assistance Command.CORDS (Civil Operationsand Rural Development Support) was a pacification program of the governments ofSouth Vietnam and the United States during the Vietnam War. The program was created on9 May 1967, and included military and civilian components of both governments. The objective of CORDS wasto gain support for the government of South Vietnam from its rural populationwhich was largely under the influence or controlled by the insurgent communistforces of the Viet Cong and the North Vietnamese People's Army of Vietnam(PAVN). Unlike earlierpacification programs in Vietnam, CORDS is seen by many authorities as a"successful integration of civilian and military efforts" to combatthe insurgency. By 1970, 93 percent of therural population of South Vietnam was believed by the United States to beliving in "relatively secure" villages. CORDS had been extended toall 44 provinces of South Vietnam, and the communist insurgency was muchreduced.Critics, however, havedescribed the pacification programs and CORDS in terms such as "theillusion of progress".CORDS was, in theestimation of its first leader, Robert W. Komer, "too little, toolate."With the withdrawal ofU.S. military forces and many civilian personnel, CORDS was abolished inFebruary 1973. CORDS temporary successeswere eroded in the 1970s, as the war became primarily a struggle between theconventional military forces of South and North Vietnam rather than aninsurgency. North Vietnam prevailed in 1975.

ICE-X and the Phoenix Program (Phung Hoang)Operation Phoenix - (The Phoenix Program)Operation Phoenix became official in 1968 however existedfor years before that - Operation Phoenix was instigated by the CIA with an aimto, ' destabalize, neutralize, capture and kill ' members of an organizationthe CIA called the VCI (Viet Cong Infrastructure ) - The program was designedto disrupt any civilian activity that supported the VC south of the DMZ - thisincluded people that supplied guides, foods, storage dumps, people who helpedwith conscription to the VC. The Central Intelligence Agency turned theOperation over to the US Army and the ARVN in 1968 and continued to operateuntil 1972 -Not many of these patches were made - the patches wasassigned to US and RVN soldiers working on Operation Phoenix. Also called thePhoenix Program.ICEXICEX was the CIA Operated Pacificiation Program, forerunnerof the Phoenix Program.The operation ran from as early as 1961. Was organized andoperated by CIA operatives out of the Saigon station, in conjunction with SouthVietnam Intelligence Operatives and Indigenous Mercenaries.Only officially named in 1967, ICEX was in actualityoperating from as early as 1961. Run by the CIA the later Phoenix Program(Operation Phoenix / Phoenix Assassination Program) was to borrow most of it'sideas from this unit.In many cases, post 1966, ICEX operated in conjunction withthe Phoenix Program although it remained a separate, CIA run entity that satwith MACV-SOG For convenience.ICEX was considerably more aggressive than the PhoenixProgram.ICEX and The Phoenix Program - ComparisonPhoenix Program responsible for the Neutralizing of some30, 000 Suspected EnemyPhoenix Program responsible for the arrest of some 50, 000Suspected enemy.These figures are conservative, it is unlikely that thePhoenix Program touched only 80, 000 suspects in total (in fact some numbers putthe assassination rate of the Phoenix Program at over 100, 000 alone).Of the 80, 000 suspects suggested, 37% of suspects wereneutralized.ICEX responsible for Neutralizing of at least 11, 000 enemyICEX responsible for minimal arrests, certainly less than600Again these numbers are conservative however probablycloser to the mark.ICEX was known for targeting it's prey in a much clearerway than the Phoenix Program.Of the 11, 600 suspects dealt with under the ICE-X Program, 95% were neutralized.
