A rather ornate vintage brass & copper Ships Wheel Trumps / Whist card games marker.
The dial on the back turns the card suit from "NO TRUMPS" to Spades, to Diamonds, to Clubs and to Hearts. All in full working order.
Stands approx. 9cm high. The base it stands on is a bit distorted but could probably be bent back into shape.
