The 1909 3 kop postal stationery card with multi-advertsing, sold to the public for 1 kop, for the benefit of the needy children of reserve and disabled servicemen. Uprated with an added 2 kop stamp, and sent with a July 1, 1917 Tver cancel to Paris. Ads include cigarettes, Siberian furs, and specialized rubber products. Petrograd district printing permit.
