Not sure of manufacturer...Koken? Koch? Looks like it was one of the pump/base systems that fit into a wood base, rather than hydraulic.  Sold as-is, good condition other than the one bracket with the sheared off end; still mountable and usable.  I'm pretty sure this pump system was used on the antique non-hydraulic barber chairs like the one in the picture above.
