All I have done to this is wipe the dust off the glass. about 4 x 6 x 4 inches, 5 lbs. Seems in good shape, no dings or bumps. Paint glass and face seem quite clean, less a little flash rust on the 2 sides where the plates meet. I don't know if it works, or even what it does. Apparently considered quite high quality, and quite scarce, even in Britain where it was manufactured.
