This is a wonderful c1920s studio portrait of handsome, subtly smiling, boy, perhaps nine or ten years old, in traditional Norwegian clothing holding two large flags--an American flag and a slightly smaller Norwegian flag. The portrait is symbolic of how, like many early 20th century immigrants, this communitty wished to (or perhaps found it more strategic to) identify as Americans first, Norwegians second. This studio photographer, who had considerable skill, was undoubtedly deliberate in his use of the flags--the American flag being taller, held closer to the body, and held with the right hand. The child is almost certainly a first generation American.
