The movementis wound with a key. The same key may be used to set the time. The watch cannot be wound but the movement ticks when rocked. I am no watchmaker so I won’t even take a guess at what’s wrong. I have no idea when it was last cleaned, but the interior looks good. It has a porcelain dial with roman numerals and a chip at 8 o'clock.
