After the fall of New Orleans to Union forces in 1862 the use of Confederate currency was outlawed. The military governor of New Orleans, Gen. Benjamin Butler, ordered the Bank of New Orleans to issue a series of its own currency to provide for the economic needs of the city. The Bank proceeded to do so, affixing the "Forced Issue" stamp to each issued note as a mark of ...duress.
