A blank Militia commission form, pre-signed by Gov. Galusha and hi...s Secretary, and can be dated 1816-1820, because of the partial dating at bottom, "of the Independence of the United States the forty..." - indicating that this is dated at least the 40th year after Independence (1776), and thus dated between 1816 and the end of Gov. Galusha's second term in 1820.
