This is the famous JNF (Jewish National Fund) donation blue box, which was formerlywidespread in many of educational and public institutions (schools etc.)The description means: קרן קיימת לישראל - KEREN KAYEMET le'ISRAEL which is JNF in Hebrew.
According to the colour and condition this shouldbe something old. May be was used to collect donations in one of a synagogues in pre-war Latvia. The collected moneywere to be spent to purchase land in Palestine.

Sized about 10 x 12.5 x 4 cm.
