This document is dated July 16, 1816. John Brooks, is now Governor and Commander and Chief of Massachusetts.  
A Samuel Elden is being sworn in as a LIEUTENANT. 
Alden Bradford,  Secretary Of The Commonwealths, has signed. 
And to left of document His Excellency John Brooks has signed boldly. 
The document is coming ...apart at the folds. John Brooks signature is in no way hindered. 
John Brooks was in battles of LEXINGTON, CONCORD, SIEGE OF BOSTON. BATTLE OF WHITE PLAINS
