This document, dated 1787, is a pay order to Oliver Wolcott Jr. for work on the Civil List....signed on front by Eleazer Wales and Samuel Wyllys and on back twice by Oliver Wolcott...document is 4x6, overall very good condition.Oliver Wolcott Jr. (January 11, 1760 – June 1, 1833) was the second United States Secretary of the Treasury, a judge of the United States Circuit Court for the Second Circuit, and the 24th Governor of Connecticut.Samuel Wyllys (1739-18...23) was an American military officer and a Connecticut politician.Wyllys was born January 7, 1739, and served as an officer in the American Revolution. In 1775, he was appointed lieutenant colonel in Colonel Joseph Spencer's 2nd Connecticut Regiment. on July 1, he was promoted to Colonel, and commanded the regiment until January 1, 1776, when the 2nd Connecticut was reorganized as the 22nd Continental Regiment. Wyllys remained in command of the regiment, serving in the Siege of Boston until the British evacuation on March 17, and then marched with George Washington to New York. He saw action in the Battle of Long Island and served in the New York vicinity until the end of the year.From 1777-1781, Colonel Wyllys commanded the 3rd Connecticut Regiment in the Connecticut Line, serving under General Samuel Holden Parsons. His regiment served in the New York area throughout the remainder of its service.Wyllys was discharged from the Army, along with his regiment, on January 1, 1781. He was later appointed Major General of the Connecticut Militia.Eleazar Wales, the first son and seventh child of Ebenezer and Esther (Smith) Wales, of Windham, Conn., was born in that town on Apr. 20, 1732, and baptized on the 30th of the same month by his pastor, Thomas Clap, afterwards Rector of the College. He was a grandson of Deacon Nathaniel and Susanna Wales, of Windham, and nephew of the Rev. Ebenezer Wales, who was graduated here in 1727.• He appears to have studied medicine, and according to one account was practicing at Willington, Tolland County, Conn., in 1763. In May, 1765, however, being then of Mansfield, in Windham County, he was licensed to preach by the County Association of Ministers.• In 1779 he was admitted to the (ad eundem) degree of Master of Arts at Dartmouth College. At this period of his life he lived at Hartford, and was prominent in civil affairs.
