Signer Titus Hosmer (1736 – August 4, 1780) was an American lawyer from Middletown, Connecticut. He was a delegate for Connecticut to the Continental Congress in 1778, where he signed the Articles of Confederation. Hosmer was elected to the Connecticut State Assembly annually from 1773 to 1778, and served as their speaker in 1777. In May 1778 he became a member of the State Senate, and remained in that office until he died. Later in 1778, the joint state legislature also sent him as one of their delegates to the Continental Congress. He was subsequently elected by the Continental Congress on January 22, 1780 to serve as a federal judge on the Court of Appeals in Cases of Capture.
Signer Samuel Wyllys was born January 7, 1739, and served as an officer in the American Revolution. In 1775, he was appointed lieutenant colonel in Colonel Joseph Spencer's 2nd Connecticut Regiment. On July 1, he was promoted to Colonel, and commanded the regiment until January 1, 1776, when the 2nd Connecticut was reorganized as the 22nd Continental Regiment. Wyllys remained in command of the regiment, serving in the Siege of Boston until the British evacuation on March 17, and then marched with George Washington to New York. He and his regiment spent the winter of 1777-78 with Washington at Valley Forge. He saw action in the Battle of Long Island and served in the New York vicinity until the end of the year. From 1777-1781, Colonel Wyllys commanded the 3rd Connecticut Regiment in the Connecticut Line, serving under General Samuel Holden Parsons. His regiment served in the New York area throughout the remainder of its service. Wyllys was discharged from the Army, along with his regiment, on January 1, 1781. He was later appointed Major General of the Connecticut Militia. Following the war, Wyllys served as a representative in the Connecticut General Assembly, and as the Secretary of the State of Connecticut from 1796 to 1809.
Signer Ezekiel Williams was the sheriff of Hartford County from 1767 to 1789 and, during the Revolutionary War, he served as a member of the Committee of the Pay Table and Deputy Commissary General of Prisoners in Connecticut.
Signer John Lawrence was the Treasurer of the Colony and State of Connecticut for twenty years (1769-1789). During the American Revolution, he was also commissioner of loans for the United States.
The Document authorizes payment to Jabez Huntington (7 August 1719 – 5 October 1786) who was a merchant and politician from Connecticut Colony. Huntington graduated from Yale in 1741, engaged in the West India trade, and amassed a fortune. After 1759 he was frequently a member of the legislature, speaker for several years, and also a member of the council. At the beginning of the American Revolutionary War, he owned a large amount of shipping, and lost heavily by the capture of his vessels. He was among the most active on the committee of safety during the war; and in the September 1776 session of the Connecticut assembly he and David Wooster were appointed Major Generals. On the death of Wooster in 1777 Jabez was placed in charge of the entire Connecticut militia. His great exertions in the patriot cause and his heavy losses impaired his physical and mental powers, and he was thus compelled to resign his employments in 1779
